The Vero Beach City Council has voted to move forward with a referendum to increase the population density for the downtown area from 850 units to about 2,500.

The new apartment buildings would go up around 14th Avenue.

Mayor John Cotugno says the proposal would include more affordable housing for the workforce.

The referendum goes to voters in November, but the exact language still needs to be worked out. The council will vote on that next month.
