Jimmy Carter's Cuban Policies Under Review After Former President's Death

Cuban expert Dr. Andy Gomez says Carter put human rights at the forefront of his diplomat relationship with Fidel Castro and thought this would lead to real change on the communist island. The boatlift led to a series of crises for the Carter administration and contributed to his loss against Ronald Reagan in 1980.
